THE NATIONAL ASSEMBLY Forty-four members of the First National Assembly of the 2nd Republic established under the 1997 Constitution were elected during free, fair and transparent elections conducted in 1996 by the newly created Independent Electoral Commission. Among the elected members, not less than 12 belonged to opposition political parties. The United Democratic Party won 7 seats, the National Redemption Party won 2 seats and the Peoples' Democratic Organisation for Independence and Socialism won a single seat from the Wuli Constituency. In addition, two independent candidates were elected. Debates in the national Assembly during its 1st Term were often heated but a significant number of Bills listed below, were passed by the Assembly and assented to by His Excellency the President. The 1st 5-year term of the National Assembly ended in the year 2001 and fresh elections were held on 1st January 2002. Prior to these elections, the IEC had exercised its powers under the 1997 constitution to demarcate constituencies, the outcome of which was an increase in the total number of constituencies from 44 to 47 constituencies. The largest opposition party, the U. D. P. boycotted the 2002 elections, resulting in a landslide victory for the government party, the APRC.
